The word “included” is one of the most dangerous shortcuts in a setup quote because it can describe a fee, an application, a support service or a full completed outcome. A package becomes comparable only when every line is tied to a defined scope.
Licence and registration
Ask whether the price includes trade-name reservation, incorporation, licence issuance and any authority registration required for the proposed activity. If several activities are planned, confirm whether the quote includes all of them or only the first.
Workspace
“Includes office” can mean a registered address, shared desk, serviced office allowance or actual leased premises. Confirm the facility type, duration, deposit, renewal, access and whether it supports the activity and intended staffing.
Visas and establishment services
A package may state “one visa included” while excluding establishment records, status change, medical, Emirates ID, insurance or other process steps. Ask for the full sequence and the party responsible for each payment.
External approvals and regulated activity
These are frequently excluded because the exact cost depends on the regulator, premises, professional qualification or product. If the activity could be regulated, mark the approval as an unresolved cost rather than assuming it is unnecessary.
Banking assistance
“Bank account assistance” should describe preparation and introductions, not approval. Banks make their own onboarding decisions under their policies and regulatory obligations. Ask what documents or business-plan work are provided and whether any bank-specific fee is separate.
Accounting and tax
Clarify whether bookkeeping, Corporate Tax registration, VAT assessment or registration, return preparation and financial statements are included. “Tax registration” is too vague because Corporate Tax and VAT are separate systems.
Renewals, amendments and cancellation
A package can look attractive because it focuses on year one. Request renewal and common amendment prices under the same assumptions, and ask what happens if you add an activity, shareholder, manager, larger facility or employee. Also ask for the cancellation or exit process.
The final quote should function like a scope matrix: line item, responsible authority/provider, included amount, excluded dependency, evidence of completion and renewal impact. That format makes hidden assumptions visible before money moves.
Starting prices and packages are scopes, not universal totals
A published package can be perfectly valid for the assumptions behind it. The comparison becomes useful only when you know what those assumptions are. Keep the provider’s commercial price separate from authority fees and from variable items that depend on the company’s own activity, facility, people or approvals.
