Two setup quotes can show similar totals while covering completely different products. Before comparing price, normalise what each quote actually includes and what the business will still need to pay or arrange elsewhere.

Confirm that both quotes solve the same setup

Write the proposed authority, legal form, activities, shareholder structure, premises, visa assumptions and intended first-year operation at the top of the comparison.

If the quotes are based on different activities or facility types, the totals are not directly comparable.

Split government and provider charges

Ask the provider to distinguish authority or government fees from its own service charges and third-party costs. This makes it easier to see which amount can change because of authority updates and which amount is commercial pricing.

Mark included, excluded and conditional items

Review:

  • registration and licence;
  • trade name and initial approval;
  • constitutional documents;
  • premises or desk;
  • immigration/establishment files;
  • visas and work administration;
  • external approvals;
  • translations and attestations;
  • bank-account assistance;
  • tax/accounting services;
  • delivery/courier;
  • renewal support.

“Assistance included” is not the same as “government fee included” or “outcome guaranteed”.

Add the second-year view

Record licence and premises renewal, recurring provider fees and any services that are free only in year one. Then model likely amendments such as extra activities, visas or shareholders.

Review payment and refund risk

Identify payment milestones, non-refundable items and what happens if the authority or external regulator requests a change. A low quote with unclear refund terms can carry more downside than a higher transparent quote.

Compare the operating result

The winning quote is not necessarily the lowest total. It is the proposal that creates the right licensed and operational structure at a transparent lifecycle cost.

A quote review should leave no major line labelled only “package”. Every material component should have an owner, assumption and outcome.

A starting price is not the same thing as a misleading price

Treat a provider’s published starting figure as the price of a defined commercial offer. The review question is not whether the figure is “true” in the abstract, but what activity, facility, visa, approval, document and service assumptions it contains. If an official authority publishes a fixed fee or range for a specific service, record that amount separately and date the source.
